| Duties: |
| Manage the Recreational
Trails Program (Federal), Off Highway
Vehicle Program (State)and the
Snowmobile Program (State). Provide
basic supervision for two staff working
in the trails programs of the Parks
Recreation Bureau. Utilize grant
programs to encourage a diversity of
recreational trail opportunities in a
manner that meets the needs of trail
users and others, minimizes conflict and
protects resources; provide statewide
leadership for trail-related education,
information, safety, enforcement, and
technical support to trail users, clubs,
communities, and other managing
agencies; work cooperatively internally
and with other agencies, organizations,
and individuals on key trails-related
issues. Supervise advisory committees,
review grant applications, and ensure
compliance with the Montana
Environmental Policy Act and the
National Environmental Policy Act.
Maintain accounting and audit the use of
funds, plan equipment needs, write
specifications, purchase equipment, pay
for major equipment repairs, negotiate
annual program liability insurance
policy, represent FWP with interagency
and club issues & projects, and produce
annual program report. Distribute $2
million of grant & equipment funds from
three grant programs; coordinate
post-completion project inspections;
submit expenditure documentation to
Federal Highway Administration for grant
reimbursement; coordinate state trails
conference and other training venues;
produce annual program reports. Provide
information and training on trail
acquisition, development, maintenance,
and management; assist local governments
with large, regional projects, such as
rail trails. Develop priorities and
scoring criteria for each program;
provide training for each program.
Provide consulting expertise for OHV
recreation on public lands; represent
FWP on the interagency OHV workgroup,
which developed the policy now in effect
on all public lands in Montana to
restrict off-highway vehicles to
designated routes and no cross-country
travel. Must be able to work with
decision makers and land-managing
agencies, including the USDA Forest
Service and the Bureau of Land
Management. Must work with various
people and groups with opposing
philosophies and values. Represent FWP
to groups as diverse as the Montana
Wilderness Association, the Montana
Trail Vehicle Riders Association, the
Back Country Horsemen of Montana and the
Montana Snowmobile Association. Must be
open minded and non-biased on the job,
and understand the needs and desires of
all trail users so that everyone can
come to a consensus on the major trail
issues of the day and the important
aspects of all three grant programs. The
incumbent will have the following
guidelines, reports, manuals, and
written established procedures available
as references: Snowmobile, Recreational
Trails, and OHV Program annual reports;
Snowmobile Operations Manual; State
Trails Advisory Committee and OHV
Advisory Committee Charters; Federal
Highway Administration Recreational
Trails Program Guidance; Montana State
Trails Plan; Montana Statewide
Comprehensive Outdoor Recreation Plan;
Trails Programs Handbook; and FWP Policy
Manual. |
| Competencies: |
| The incumbent should
possess knowledge of laws, regulations
and policies governing the state
Snowmobile, Off-Highway Vehicle and
Recreational Trails Programs and include
knowledge of state accounting and
auditing procedures. Some knowledge of
supervisory practices and techniques is
required. The incumbent should possess a
thorough knowledge of the National and
Montana Environmental Policy Acts,
environmental assessment procedures,
environmental impact statement
procedural requirements. The person
should understand basics of grooming
snowmobile trails including the types of
equipment used. The person should have a
basic knowledge of trail design
including backcountry single-track
trails and urban multiple use trails.
The person must possess excellent
communication skills, both written and
verbal, and should be able to speak in
public in a variety of environments and
speaking formats, and have the ability
to facilitate successful work groups
comprised of diverse philosophies. Must
have working/general knowledge of Word,
Excel and PowerPoint. |

Education/Experience: |
| The knowledge, skills
and abilities required to perform the
duties of this position are usually
acquired through completion of a
Bachelor’s Degree in Parks and
Recreation Management, Natural Resources
Management, Natural Resources
Interpretation, Education, or Public
Administration; and a minimum of 3 to 4
years of job-related work experience.
Other combinations of education and
experience which could provide such
knowledge, skills, and abilities will be
evaluated on an individual basis. |
